In a resounding triumph for democratic participation, the Bihar Legislative Assembly Elections 2025 concluded on November 11, 2025, with an unprecedented voter turnout of 67.13%—the highest recorded in the state since 1951. This milestone reflects the Election Commission of India’s (ECI) innovative “Bihar First” initiatives, which fostered a festive, inclusive voting environment while ensuring zero repolls and seamless peace across the board. Male voter participation reached 62.98%, while female turnout soared to an impressive 71.78%, highlighting growing gender parity in the electoral process.
Since March 2025, the ECI has rolled out a series of targeted measures to boost voter convenience and polling efficiency. These included structured training programs for election personnel, technology-enabled processes grounded in constitutional and legal frameworks, and robust infrastructure enhancements. The result? A smooth, high-engagement election that has set new benchmarks for the nation.
A cornerstone of this success was the Special Intensive Revision (SIR) 2025, conducted with zero appeals to guarantee an accurate and clean electoral roll. This effort certified 7,45,26,855 eligible voters across the two-phase polls, minimizing discrepancies and maximizing trust in the system.
At each of the 90,740 polling stations, close monitoring by CEC Gyanesh Kumar, alongside ECs Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi, ensured unwavering oversight through webcasting facilities. The ECI’s digital backbone, ECINet, played a pivotal role by delivering real-time services to voters and enabling prompt data collection for vigilant supervision.
Scrutiny of documents in all 122 Assembly Constituencies (ACs) during Phase-II proceeded flawlessly, observed by 122 Returning Officers (ROs), 12 General Observers (GOs), and around 460 candidates or their agents.
